This is the item ID for a jungle cat or ocelot spawner which is a mob spawner. Mob spawners, or monster spawners, are blocks that spawn mobs when placed. Conditions (e.g. light levels) relative to the mob type of the spawner must still be met in order for the monster to spawn. They are often used in grinders, and can be found in dungeons but cannot be mined in Vanilla Minecraft.
